The app is “Collectibles.com: Scan + Value”, a collection scanner formerly called Cardbase. Its ratings cover the whole app. The App Store version history names Repackz; the Google Play listing does not mention it and is rated Everyone, while the terms set 18.
Is it gambling, and playing safely
No ruling we can cite, and we do not say whether it is legal where you live. Repackz calls itself “an odds-based game of chance”.
- You pay a fixed price for one graded card picked at random; the terms say you have “no ability to choose specific items”.
- The stated expected value of the $25 Pokémon Starter Pack is $22.50, below its price.
- A leaderboard, a VIP programme and a subscription all reward opening more packs.
- No self-exclusion tool or spending limit was found; the help centre says “No limits. Buy as many packs as you'd like.”

It publishes terms, a company name and address, pack odds and its sell-back sum. We have not tested a withdrawal or a delivery. Its pages disagree on the sell-back rate and on which company operates it.
What does Repackz pay when you sell a card back?
